If he doesn't take our NON-eu spot, why not, then we can save the money from Pepe (they are about as good) and spent that cash elsewere.
They'd both be backups for the wingers, and, Farfan can also be used as a backup striker, so that is a backup for 3 spots in one player, and for free.

Still, I think he'd take our EU spot so I'd skip on him.

... if we are looking to add random players, that is.

However, if we are looking to improve the team, we shouldn't even think about this guy. Personally, I don't think he'd be an upgrade over Pepe either.

he might be better offensively than pepe, but on the other hand he does not provide anything for the defense at all ... do you really want to pair this guy with some chicken head defender like de ceglie on the left side ? no way !
