Looking closely there, every team has record attendances against us.

Because Juve will take bigger travelling supports than pretty much anyone else.

Lazio have no excuse for not having a big crowd at the derby, though, because Roma will still have more or less filled the Curva Sud, which is ~18,000, I believe.

I didn't see the game, so not sure.

I'd guess it will count all tickets that were sold, rather than how many people actually showed up.

If only half the season ticket holders show up, that probably isn't reflected by the official attendance.

I still say that tier above the away fans should be rezoned for home fans. Just sell the seats to school kids or families or something at a discounted price.
