Yes, the lower part of the first tier has yet to be put up.

It's only November I think Hoisting up the roof is the biggest part after that it I'll be nothing for the rest.

Well, without the rest of the roof's structure in place, it'll be like a giant hammock...

The attendances in Italy are shocking tho. I was just looking at the info on Soccerway, the lowest percentage attendance to stadium capacity was around 19% in Serie A, and around 75% in the Bundesliga, where most teams even had actually over 95%.

With new stadiums, better security, improved facilities etc, perhaps teams will get better crowds.
