Nope. Pazzini clearly commits a freekick prior to being pulled. He holds on to the Bologna defenders jersey. Therefore there wasn't a penalty kick to Milan according to the football rules since the two situations were directly linked. Pazzini getting in front of the defender by pulling his shirt.
