the seeding is based on coefficients that take the last 5 years' performance in European competitions and Milan has been pretty abysmal in Europe after 2007.

inter are in the top 8 seeds, as is Arsenal. Milan is 9th i.e. in the 2nd tier but if Arsenal go out, Milan will move into the first tier and avoid teams like Barca, Real, ManU, Chelski, Bayern for the group stage.
