No he doesn't and that's why Genoa bought him just to loan him for Milan so Milan can buy Robinho as their non-EU.
this is not how the whole non-eu player deal works - a team has the right to one non-eu player to "register" with the federation, whether that player is on loan or bought fully, it doesn't matter.

And as many as the team wishes if the non-EU players are taken from another team in the league. This is why Genoa bought Prince so that they can loan him to Milan, that way Milan can still buy another non-EU and they bought Robinho.

Boateng had to give up his German citizenship when he decided to play for Ghana.

not a wiki fan. this info came up many times during the WC. He is a German in every sense of the word i.e. he is a EU-eligible player. He opted to play for ghana's NT because he was left out of the German NT and would have thus missed the WC.

yeas, but boateng was coming from a different league and he wouldn't have counted as a non-EU player coming from another Italian team as he had never played before that for one.
anyways, he is a Eu player via his German pass

Boateng was coming from another league to frigging GENOA. Milan got him from Genoa on loan.

HE DOES NOT HAVE GERMAN CITIZENSHIP ANYMORE.

he didn't give up his German citizenship ... he simply opted to play for Ghana because he was left out of German's senior NT.
Dual citizenship allows for that.
