i read that milan signed thiago silva
I read that too but it's a strange story.
As Galliani mentioned earlier when asked about Thiago Silva, Milan already bought two non-EU players for this season (Shevchenko and Cardacio) and they can't buy any more non-EU players until June.
Thiago Silva is a non-EU player.

There was talk about an option Milan to loan him out to another serie A team and get him back immediately (a non-EU player taken from another Italian team isn't considered a non-EU ) but that's also not an option because players can't change three teams during one season.

There are reports in Italy that Milan have beaten Inter and Villarreal to the signature of Brazilian defender Thiago Silva.

The promising Fluminense stopper has become one of the hottest properties for 2009.

Inter have been watching the Selecao star for months and there were rumours that they had a provisional agreement to sign him.

However, Milan's defender hunt led them to Silva, who was also on Villarreal's shopping list.

In the end, Villarreal's bid to lure Silva ran out of steam, as the Yellow Submarine's £4.5m offer was deemed insufficient.

And according to the Corriere dello Sport, Milan have won the tug-of-war and the stopper has chosen the Rossoneri after recent meetings with Diavolo representative Leonardo.

After signing Ronaldinho, Milan are unable to buy another non-EU player until next June, but they can draw up a provisional agreement in the New Year.

He'll join them in the summer according to SKY, not now.
It's because of the reasons i explained above. He's a non-EU and Milan can't play him until next season.
Apparently, a verbal agreement was reached and Thiago Silva will joing Milan in June for ~10m euro.

if there is one player that could be called retarded, than it has to be Adriano ... but there is a pattern with his brazilian colleagues like ronaldinho and ronaldo ... they just can't stop eating, drinking and partying... i guess it is because they did not have a educated youth and are not really the smartest ... you really can see the difference it makes, when you are raised in good circumstances (see kaka)...
