Mostly to those teams who buy south Americans directly from Brasil and Argentina.
Galliani was complaining about the non-EU rule for 2 years now. Finally his wish comes true and he can buy 2 non-eu players per season.
Last year we didn't even use our non-EU spot.
We bought Almiron and Vanstrattan from Italian teams, Salihamidzic has German passport while Sissoko has a French passport.
This year we still didn't use the non-EU spot. We bought Amauri and Knezevic from Italian teams while the other players we brought to the team are from the EU.

No matter how much the both of us hate Milan and Inter, it's silly to say that they are the only winners in this case.
This new rule will also suit us if we finally decide to get involved in the south american market and look for talents there.
As things stand at the moment, yes, Milan and Inter gain more because they buy from south America. But i see no reason why should we just stay aside and look at them buying Pato, Kaka, Adriano etc.

Anyone told you how annoying you are when you're right 
Yeah, i know i'm daydreaming here, hoping that the new rule will stimulate our board and make them more active on the SA market.
But if one thinks through this logically, he'll see that it's a great chance to finally change this unpleasant history we have with the south american market.

I thought the rules would force less foreigners to come in, not more,

the Milano based clubs will be favored the most, they already have a large numbers and some core players of South American players and they have a large tradition and the necessary means (financial and well placed scouts) to extend it!

They bought Ledesma from Lecce, hence he doesn't count as a non-EU player.
In Italy, only players who don't possess an EU passport and play in leagues outside Italy count as non-EU players.
Italian teams were allowed to register only 1 such player per season, now they'll be allowed to register 2 such players.

This is great for the whole league. Its stupid restrict yourselves as that rule did. It makes calcio less competetive, and the only thing it made was teams trying to find legal loop holes or doctoring up passports based on imaginary great great great forefathers you couldnt prove or dissaprove.
Even if we havent used the southamerican market much, its has been annoying knowing that if you find someone, you must waste time on finding out if they have EU pass or such ludicrous stuff. Or priotize and just choose one quality player out of many. restricted our options too much.

There is Africa (though most african talents go so early to europe, its better to look for them there), the EE countries and such who have most talents affter western europe and South america. But the ratio to top class talents are in a quite a margin in South america. So should look there mostly.
Its funny we have for some weird reason specialized in only Uruguay (but still missing out on Recoba etc), the frigging smallest country in the continent (2m population or so), when its vast neighbours are filled with talents.
