Italian Prime Minister Silvio Berlusconi authorised the use of "drastic measures" on Wednesday in a crackdown on violence in Italy's football stadiums, following the abandoned Champions League quarter-final second leg between AC Milan and Inter.
Berlusconi, who also owns AC Milan, met Interior Minister Giuseppe Pisanu a day after a barrage of missiles from Inter Milan fans led to their team's Champions League derby against AC Milan being called off at San Siro.
Berlusconi's office issued a statement warning: "There is a clear risk of even more serious incidents in future, a risk which must be avoided by all possible means.
"Premier Berlusconi urged the interior minister to maintain the firm line that has been taken for some time, with particular reference to preventative measures.
"However, resorting to the most drastic measures available should not be ruled out if necessary."
Tuesday's scenes were only the latest to shame Italian football and followed a warning this week from Pisanu that he might order high-risk matches to be played behind closed doors.
At the weekend, Lazio fans brandished swastika flags and fascist banners during a Serie A game against Livorno and there was crowd trouble at several grounds across the country.
Tuesday's quarter-final second leg was the second Champions League game in Italy to be called off this season because of violence. AS Roma's match with Dynamo Kiev in September was stopped after referee Anders Frisk was struck by a missile.

well, we've fallen out of the CL, now I wonder how long we fall behind Milan for good. we've got tougher fixtures, and we aren't as good as they are to begin with. well, there were hopes for a double, but it looks like Milan will have the spoils again this year what bothers me is the fact that in the past couple of years, Juve hasn't had the mental fortitude. Is it the players? does the coach have something to do with it? is it DP? Trez? whatever it is, we need to fix it soon if we want to contend for the CL and lo scudetto in the coming years. juve can't embarass itself anymore.

I'd hardly say we've been an embarassment. Overall, I think we've managed to do quite well with what we have on hand. Making it to the CL QFs was more than last season, and more than I expected this year. Hopefully we can build more in a positive direction from here, because we are just not in any sort of shape to win it all. But we do have to keep expecting better.
As for Serie A, we are definitely struggling in every match these days it seems -- but still managing to keep things interesting against what is arguably a more talented, deeper Milan side.
Who knows ... there may be surprises left this season afterall. One juventino can only hope.

Juan Sebastian Veron says he doesn’t know whether he will remain at Inter or return to Chelsea in the summer.
The Argentine is currently on loan at the San Siro and while the Italian side are reportedly keen to keep him, the midfielder is unsure of what will happen.
"I don’t know what Inter’s plans are nor if Chelsea want me back," he told Argentine radio station La Red.
"I’ll simply stay here until my contract expires and then analyse the options which are available for me."
However, the international also opened the door for a possible return to football in his homeland.
"I do want to go back to Argentina in the near future," he continued. "But I don’t know whether that will be in June or next year. It depends on Inter and Chelsea.
"I want to end my career at Estudiantes but before that, I would like to play for one of the big teams in Buenos Aires," added the 30-year-old.
"River Plate or a return to Boca Juniors? River have opened their doors to me, their President has been very clear about that.
"He wants me to play at River now or in the future and I am very thankful to him about that offer."
Meanwhile, reports in Italy on Thursday suggest that there will be a mass exodus of Inter players in the summer.
The Nerazzurri have suffered another disappointing season and the outfit are preparing a clearout.
Francesco Toldo, Marco Materazzi, Belozoglu Emre, Alvaro Recoba, Jose Ze Maria, Edgar Davids, Christian Vieri and even club captain Javier Zanetti are some of the men set to leave.

Last week Giorgio Chiellini took on the club that owns his contract, now the Fiorentina star faces Livorno, with whom he earned promotion in the summer.
“This cannot help but be a different day for me,” said the Viola defender who was at Livorno for four years.
“Stepping back into the Stadio Picchi will be a wonderful sensation, but an unusual one as I’ll see it from different eyes and will change in the other locker-room.”
Chiellini first made his mark on the Italian stage when he proved a pivotal figure in earning Livorno’s promotion from Serie B last season.
He has since been snapped up by Juventus and immediately turned over to Fiorentina in a co-ownership deal, though he’s expected to return to Turin at the end of the current campaign.
“This is always an important fixture as it is a local derby,” continued the Italian international. “There are also valuable points at stake to avoid relegation and we have to get a result. Livorno are a strong squad and can count on Cristiano Lucarelli’s rich vein of form.”
Lucarelli returns from a one-match ban, as he missed out on last Sunday’s 3-1 defeat at Lazio, but Livorno must do without midfielder Dario Passoni for at least a week after straining a muscle in the sole of his left foot.
