John Barnes: "Up and down the country every week at football matches you have black players being racially abused so why is this any different?. I think that it is quite hypocritical that we want to talk about Montenegro and say how terrible it is when we have not taken care of the problem here."

Barnes' motivation and logic is sound enough, but he was never the brightest spark.
The FA, UEFA and FIFA can only influence what's within their control, and that's how to tackle racism at Football matches. What he's talking about is eradicating racism before it gets to a Football match, and which is outside of their control. So what's he really suggesting here, that the Football authorities do nothing and wait for the Governments and global society as a whole to step up? That's not really constructive.
Should, for example, football not punish violent conduct on the pitch until society has eradicated violent conduct off the pitch? His heart's in the right place, but he's not being sensible or pragmatic.
He also has it partly wrong. Yes, there are some racist elements in England. But there are never any monkey chants from large groups at games and any one individual that steps out of line gets banned for life by clubs.
To be comparing England and the Balkans areas as having similar issues is disingenuous, and smacks of virtue signalling.
