On a serious note it seems they have done some good work at St. George's Park. They need a breakthrough tournament - a bit like Juve with a CL final - to shake off the pathetic loser mentality, but having a better talent pool always helps.
I don't think the English mentality is comparable with Juventus. I see more resemblance with Napoli/Roma with being a bit overconfident and cocky always before the tournaments.

The general mentality isn't, but the mental block we have in CL finals is comparable to England in an entire tournament :D

Isn't is just the under teams again they are able to bully with their superior athleticism? Same players who again will stagnate at senior level.
