Yes....and no. 
It certainly does count for "All euro competitions all-time top scorers" but there are two lists for CL topscorers.
In one of them only the goals starting from group stages count. This list is led by Raul with 61 goals and RVN is second with 56.
The other list is with all the CL goals, including qualifiers. Raul leads this with 61 while RVN is behind him with 60.
UEFA mostly mentions the first list, without the goals scored in the qualifiers, and it's kind of more official than the second one.
Of course, the goals scored in the qualifiers are also official goals, but like i said, most officials give advantage to the list without the goals from the qualifiers.
