It's an anti-spam measure. 
But it's also a means to keep the server healthy when we have a lot of people connected. On matchdays especially, we have a lot of people reading the same thread and posting all the time, the 60s rule helps to decrease the number of posts made by one person and thus it's easier on the server than without this rule.
