The situation Marotta received when appointed:
Marotta was appointed in may 2010, the club following a disastrous 7th place position. When he was appointed he had the following squad:

Conclusion
In the past 5 years, Marotta had by far the biggest budget in Italy. A top 10 budget in the world.
The performance in Serie A has been excepctional so far. We are not only respected again, but feared. This is a historical moment of complete dominance.
In Europe the performance has been disappointing though. We have similar tools to teams like Dortmund and Atletico, and he hasn't been able to achieve relative success with those tools.
Right now the squad has decent balance. A few WC players, a lot of good players for Serie A and some very bright young prospects.
Marotta did fuck up a lot of times, overpaying for Matri, Pepe, Pereyra and others, signing faillures like Martinez, Motta, Isla, Elia, signing guys that didn't really work for a heft price like Giovinco, Ogbonna (so far), signing Evra, renewing De Ceglie, making pathetic panic buys like Anelka, Bendtner, etc.
But he was responsible, as far as we know, for very key decisions, such as hiring Conte, believing in Pirlo (when no one did), finding ABSOLUTE steals like Vidal, Pogba, Tevez and Barzagli, signing core guys like Licht, Caceres, Bonucci (he's improved, even though not good enough for Europe), Llorente, having a good eye for youngsters with Paratici, having secured some of the biggest Italian talents of today, and recently making a very tough decision and that is working very well so far by hiring Allegri.
So yes, Marotta has succeeded. He's really thrown a lot of money down the drain, but the impact of the key decisions that make Juventus of today are far greater than the impact of his poor decisions.
He clearly works well with an eye for youngsters and low fee signings. He doesn't seem to thrive when having too much money to spend. But he is clearly improving as time goes by.
5 years go, when we were completely fucked, who wouldn't sign up for the situation we have today? This is an absolute dream. Marotta deserves every credit.
Now it's time to aim for Europe. He has the tools to make this team a force in Europe. We are indeed a rich club. Let's see if he has what it takes. Pogba's situation might define a lot of stuff here.
