Nice info and I think you are right.
I think someone (JuveJay?) said something similar once, telling us why Quag and Pepe are Juve players and it's not just a loan with rights to buy. It does look like it's the case. We bought Martinez (paying in 3 installments) and we bought Pepe and Quag (paying in 4 installments), but we had to present them as loans.
Now, this gives us an opportunity to play unfair with Udinese and Napoli, but I don't think we will do that because noone in Italy will like to work with Marotta if we do.

So this would mean that we have to take Quag and Pepe off the 2011 summer budget and if we decide to buy Aquilani we will start with -16m eur.

I dont think we threw away more. We just gained an extra installment for the payment.
3 x 3.33 or 4 x 2.5, what is best depends mainly on the situation and since we expect to have a higher budget in the future than we had last summer, it's understandable why Marotta has chosen the loan way. It can actually improve the situation or make it more easier signing some more players.

Marotta cannot be blamed if someone does not come, the issue is the fact that there is no money. Elkann is the one to blame.

I don't think we should play the blame game, we can find a scapegoat like we did with Secco but it may be clearer now that Secco wasn't the biggest of our problems since we are in a similair crisis like last year, in a similair period. His interview recently showed he wasnt that much of an idiot and for someone without experience we had set our bars/standard too high for him.
