It's surely a lot easier with infrastructure in place. Look at Italy, the opposite is happening. The reflection is seen at the National Team level as well.
Any success that Japan has is probably due to the fact that they have a solid football infrastructure. It raises interest with the fans, more people begin playing, and eventually the quality of players becomes better.
Another example is the US. Look at where we are now compared to where we were in the 1990s. It's not out of the ordinary for US players to play for foreign sides. In the 1990's that was almost unheard of.
Good stadiums tend to bring in higher attendance. Higher attendance tends to result in higher revenues. Higher revenues tend to result in better players. Better players tend to result in better football.
A more equal distribution of broadcasting revenue tends to make the league more balanced, making the seasons more exciting to watch. This is where La Liga fails.
Believe it or not, a lot of players care about the atmosphere. This where the Germans have a competitive advantage as well, having civilized fans that also produce a great atmosphere.
Why is the J-League where it is? Because it's in Asia. Players today want to play where there is prestige and strong football, especially in the Champions League.
Many countries are great when it comes to infrastructure and have no football whatsoever. Unlike some countries like Argentina or Brazil, where yet you get too see quality stuff.
IMO having FIGC destroys your football, not other minor things.
