Well it was an isometric RPG with a team of 5. But at various points, you could build stuff and create an army to assist your group of 5.

On top of that, there was a map where you take over a piece of land, and had to rebuild it with the materials you came across

For eg all total war series are shit when compared to the first Rome. People cared back then about the product, they wanted to make a good thing, at least when comparing it seems that way now.
Just saw this. Have you played Shogun 2 and Fall of the Samurai? It's probably the 'best' Total War game ever, the detail, finish and polish is great compared to all the others and the AI is pretty decent too. Rome 2 is obviously a step in the wrong direction and seems like a backwards step from Shogun 2. Shogun 2 and FotS are very very far from shit. Personally Empire is my favourite though because the campaign map has like half the world. Hope they make Empire 2 :D
