What happens with me is I concede most penalties when my defender has to chase a striker whose broken free on a one on one situation. The defender tackkles from behind causing a penalty. what u do is, if u play attacking football u are prone to quick counter attacks and ur defender may be forced to carelessly tackle. Set ur team tactics so that the Defensive line does NOT push forward. ur defenders will stay closer to the goal and will confront strikers face on. but dont put defensive line too far back or u'll have a gap between defence and midfield. put it just a bit above the quarter or a bit behind the middle. also make sure ur 2 DCs stay back at all times.
I dont know about set pieces though, never seen a case of being consistently penalised at set pieces.

I hadn't played any CM/FM games since that brutal CM4 came out. Got a decent computer now, so I found FM2006 for cheap.
Since I'll be buying FM2007 in a month or two, I'm not bothering to start a serious game in FM2006. Instead, I loaded up the editor, randomly picked a team in the Dutch 2nd division, Omniworld, and loaded with a ton of Dutch talents, or players who play in Holland. All young guys, all potential abilities set to -10 or in the 180-200 range.
Just getting through the pre-season right now. Team actually struggling. For pre-season games, I usually ask my assistant manager to pick the team. Arjen Robben hasn't made the starting 11 yet.
Also have a real game going where I'm Italian national team manager. Kinda boring though, because you have to wait so long between matches. Still 20 days in game until I play my first game. Still have to qualify for the 2006 World Cup.
