doesnt matter. Both have good first 11's, but not the squad to compete succesfully in both serie A and CL. Even if they keep their players we wont see the same sides, they will fail in both.

I think that goes for Samp, but not for Palermo.

Palermo have more potential i think, but short-term next season would end the same for both. Whoever comes in first will have much troubles in CL and will be around 10th in Serie A.
