I wouldn't pay 20M either. Not totally convinced that the player is something exceptional. He is better than Montolivo, though.

The reason why I think the guy is overrated is because Buffon said he'd become one of the best ever and once that happened, people here started to believe it.

Palombo is a decent player and it may allow De Rossi to play higher up the pitch and dominate games more.
