Yeah seems to me that EPL teams not named Manchester United and Arsenal tend to get harder draws than anyone.
You can't really defend teams like Inter who couldn't beat Panathanaikos last year and struggled again this year when they get a crap draw in the round of 16.

Inter usually get easy group stages and they twice got easy teams in the last 16 stage. Their group stage this year was shared by barca so no favoritism there too.
Madrid shared the group stage with us and this year they shared it with Milan.
We have examples of top English teams against top Italians (Chelsea VS Juve/Inter) and we also have examples of top spanish teams against top english (Pool Vs Madrid) teams. We also have examples of top Italian teams facing mediocre spanish ones (Inter VS valencia/Villareal).
Also bear in mind that Pool was not performing well in the league during the year they faced the Italian Champions Inter. (Inter should have been favorites).
Its random... barca and arsenal seem to get mediocre teams more often than others. Inter had mixed luck over the years.
If Italian teams are constantly failing to qualify to the later stages then this is because they suck in comparison to the english and the spanish
