I know it's bad planning. My question was why such a huge organization did such bad planning :)

They wanted to make sure that teams from the same group can't meet again until the final. They achieved that with this, but they created a big problem which favors some teams.
this and also that there would still have been similar favouritism for the 1/4 finals as the teams meeting there would be coming from group matches played way too long apart. So, one way or another, you get this "fvouring" only at diff stages.

Yes.

But trying to avoid teams meeting again until the final is what caused all this. In the previous EURO, if Croatia beat Turkey in the quarters we'd have meet Germany in the semis, our group opponents. Just like Spain met Russia in the semis, despite playing in the groups.
So, the fact that they tried to make sure teams won't meet once in the groups and again in the semis is why some teams will get huge 48 hours more rest than their opponents in the semis (or in the 1/4's if UEFA went with what you pointed to above).

And TV viewers are a part too. If there were two quarters in the same day, the problem would have been avoided.

Not a chance. He wasn't even looking at it.
Dude his hand was in front of him. He saw the ball and moved his hand towards it.

agree, he was with his back towards the situation and his hand was very close to his body - he wasn't waiving it around or anything to gain an advantage in that situation.
Not a PK imo and was probably given 'cause it wasn't decisive anyway.
I'm not going to argue about this but it looked like a penalty to me. :D
