If the FIGC want to help the Azzurri then they need to help Juve first all the great Italian teams were mostly Juve dominated and Juve was dominating when the national team was winning

In theory you'd have a point. Milan winning the CL in 2007, Inter winning it in 2010 and Inter dominating serie A for years should have forced Juventus to invest more, work harder and do everything possible to reach the level of its greatest rivals. But that didn't happen.
