That's because back then only 3 non-Italian players could've played for an Italian team (in one match. The team could've had more than 3 non-Italians, but only 3 of them were allowed to play in one match), and it was useless to sign more non-Italians.
Interesting, so even Inter was almost all Italian back then. No wonder they couldn't win anything.
