I personally agree that Robben is better, but then again Robben is a world class player, he's without doubt in my mind the best winger in world football right now, so really there isn't much wrong in not being as good as Robben.
That being said, you still have not answered my question, do you disagree that he's the best in the league this season? If he is, then he cannot possibly be an average player.

He probably is yes as he has been the most consistent of the lot. Its between him and Costa for me though they have different roles. But not by a clear margin. Ofcoarse he is not an average player I am only saying he is at the level of the likes of Alexis (not just based on the season but as a player in general and not amongst the best yet (Suarez, Bale, Neymar, Robben, Ribery, Ibra) and the two aliens.

He's still young, so obviously if you want to look at it in general, its unfair to compare him to established players like the ones you mentioned. I think he's been on a steady improvement trajectory though, and I do not see why he can't be as good as the likes of Ribery, Bale and co. Mind you, he did more in the Ligue than Ribery ever did.

I disagree with 24 being young by the way. I'll admit that Robben is better at 30 than at 24 and I'll admit that players last longer these days. But most athletes reach peak fitness at about 25. Even if you can make that peak last longer, I think you must be considered "mature" at 23 as a football player.
However you are right if you only take into account statistics. In recent years we've seen attacking players become far more prolific after 25 years of age (including first and foremost dear Cristiano).

That is true, he has more decisive moments and I defenitely understandable why some would say he is better, but he is fit for very specific type of use, possession based footie or closed down, and he is quite limited and can be mediocre, needs plenty space and time to be really dangerous with his speed and power (all brawns kinda player). Hazard isnt as explosive and dangerous as Bale can be (mainly Bales insane shot/left foot), but Eden can pretty much unlock any defence at any time, very natural and smart baller that makes his teammates and overall team better, excellent decision making and for me the better player due to that. But yeah Bale is a player fit for key moments. But I cant shake how incredibly mediocre he looks next to real ballers like Modric, Isco, James, Benzema etc in that team. He gets stuck and is found out in those closed down games, while Hazard is MADE for running at defenders and making things happen at any time.
Not denying him anything, he is quite decisive and effective player, but Hazard is effective in similar ball park (more of a playmaker then Bale), and is better for me due to having skillset and awareness that adapts to most kind of obstacles ahead of him. Supreme technique and natural creativity goes a long way to solve most issues, and Hazard has it in spades, seen too many moments this season where Mourinho Chelsea stagnated and doing fvck all,completely closed down/predictable and is saved by a moment or two of utter ingenuity by Eden. A little magician in that way.
And also yeah, one of the most fun players to watch, sick dribbling, him and Isco in motion are just too slick.

Would more or less agree with this assessment but i dont know what made you put in Neymar in Tier 2.I'd have him down in Tier 3 for now especially if you rate Aguero a notch below him.I think both are performing on similar levels to me perhaps the Argentinian being slightly ahead for the moment.

I'd put Neymar in Tier 2, as long as we're considering international play as well. His 43 goals in 62 international matches is incredible for a player so young. And 26 goals-8 assists this season for Barca is pretty impressive as well. He misses a lot of clearcut chances, but he also creates more chances than almost any player in football.
