I think Arsenal are going to be rather stuck until they pull off one big move (like Suarez would have been), but they are most probably going to have to seriously overpay for that player.

Without that signal of intent, there's no sign of ambition from Arsenal that is going to help convince players they should join them because they will have a chance of achieving something (finishing fourth every season doesn't count).
