Can't really say I agree with that.
In the 4-3-3 it's imprtant that the player is reasonably comfortable playing with his back to goal in order to hold the ball and bring others into the game.
In 3-5-2 I think Juve can have someone who is just a pure goal-scorer playing with a SS who will do the job of linking the play.
Playing someone like Suarez or Tevez would be likely to lead to situations where Juve would have no-one in a goal-scoring position, because they want to wander and get involved in the play, and I hate it when teams don't consistently have people in goal-scoring positions.
If Juve struggled to create chances, someone like Tevez or Suarez would be a good choice because they can create things out of nothing on their own.
Juve don't struggle to create chances, in general, so I see no reason not to be focused on signing someone who isn't going to do a lot in general play, but is a proven goal-scorer.
