I don't think he'd want to go to Chelsea and compete with Lukaku. At Juventus, he will be the focal point. Lukaku went to Chelsea because he felt an attachment to the shirt. I also doubt Lukaku would move to Spurs, a serious downgrade for him.

City are a genuine threat, but I feel they want Haaland and/or Kane.

He hasn't got the pace imo, he'd struggle there. He probably wouldn't choke totally but I think he'd fail to get into many chances to score which would result him warming their bench.

That's not true. Ramsey's salary after tax is ~10.5m, Vlahovic's would be 15-16m I think. The difference is bigger than one might think.
