I think i get it. You can sign one non EU player per mercato. You can sign possibly 2, but if you sell one non EU player in the same mercato.

What we did? Signed Benta, but didnt register him to the league apparently, so people say he dont count. So we can sign one more because of that, or two more if we sell a non EU player (Licht?)

The rules changed last summer, the 4+4+17+U21s rule was in focus, but it also affected the nonEU players iirc. I think it is 1+1, if you sell a non EU
