Juve owns his sportive rights, he's on loan to Sassuolo. At the end of the season, if no new deal is done, he'll naturally go to Juve, without having to pay a cent for him.
And I don't know if the price is fixed or not. I guess it could be, 'cause his evaluation was of 9mi even before he got to Serie A - it seems fairly high for an 18yr kid who never played for Serie A. Maybe because the price was a little high because it was fixed. But who knows.
Just imagine him being introduced at the 60th min of WC semifinal because the others were sucking.... It would be inmense pressure for a player so young and inexperienced.
He'd be worth a friendly call up. But that's still a huge risk to bring to the WC a player who has never played a competitive match for the Italy NT at either the youth or adult levels. Someone has to sit out in his place, and I don't see that happening.
