He will be allowed to use his bank accounts to pay the victim obviously. It's not like they can just freeze all of his money indefinitely without any sort of legal basis. In fact, I think it's debatable whether they should have been allowed to block them temporarily anyway.

Well they did. I also read he lost some of his money on risky investments/broken contracts from sponsors who obviously would want nothing to do with him at this point. I don’t think he’s a broke man but certainly lost some of his fortune.
