He's been successful everywhere he's went, his teams are always incredibly organized, he's on top of the tactics 99% of the time, 2 Champions League with two different teams, both of them underdogs in the competition, took Inter from being a choker in Europe to winning the whole thing, offering up the best effort in stopping Barcelona, et cetera.
Dispute having a bottomless budget he failed to win it with Chelsea.
Some might claim he was unlucky (cheated) when at Chelsea, but the opposite same claim could be made for his victorious Porto side (diving cheating and objectionable).

So his greatness lies in his battles with Barça, which seems to an objective eye to be a losing one thus far.

Pep seems to be leading head to head. Which makes him the better coach.
