When you have a player who comes through the youth system and doesn't even care to play for a side like Juventus, there is obviously a systemic, major problem within our own club to make players not even care to play for us. There really isn't a reason to maintain the Primavera because you also have to consider costs to run the side, so just drop the program already.

To be fair, he only had his "breakout season" this year, Juve probably weren't expecting him to turn out this good. With Tevez, Llorente, Vucinic there would be too much competition. So he probably wants to go to a club that's in need of a CF, and Dortmund is one such club after losing Lewandowski.

So they weren't expecting him to be good, so in order to not admit fault, they decide to sell him?

That doesn't make any sense either but I could see it happening.

Most youth players who play for Juventus, Barca, Real, et cetera have goals to play for those same clubs, you know.

Of course it's just conjecture, but to give a recent example Thiago fucked off from Barca for the same reason, lack of playing time (also probably money, but that's an aside... if he'd gotten more playing time, he would have gotten more money anyway).
