There is a saying in the Balkans, which goes "Najskuplje je kupiti jeftino", which means "It's most expensive to buy cheap". If they had splashed out 5-6 mil € per season on a world class coach instead of saving and paying Ferrara 500k per year, maybe we would still be in the CL and wouldnt lose millions of Euros there.

No, not at this moment in time. It will make things worse. The players wouldnt care about Ciro and would saw how much of a amateur he really is compared to Hiddink. It will put Ciro in a bad light.

And Ciro has already been assistant before.

Ciro needs to go and coach some serie B side.

He's gone into coaching, IMO he has to continue it, no return to youth teams. He'd have to find another club then, if he doesnt stay as assistant here (which, as Stephen said, maybe wouldnt be a good idea).
