Yes and No.
Yes Real would probably walk over Feynoord with at least 2 or even 3 goals cusion.
So yes there are levels.
Italian teams punching above their weight?
Juve usually got eliminated at this stage or the next one.
Milan usually does punch above their weight.
Napoli were great until they met Inter.
Inter were actually unlucky in the final and definitely are a very strong side.
There will always be Real City and Liverpool but Inter are still a force (even if I hate that fact)

i didn't read anything specific recently so can't comment on those, but that's how country market pools usually work. the less teams are alive from your country the more local and international exposure you get
