Interesting. How about in terms of raising a family there. Facilities, environment, drugs, trouble etc?
Turin is a much nicer play to raise a family. More quiet and less crime. Drugs are obviously around in both cities, but I'd say there is more organised crime and criminals in Milan (Camorristi, Ndrangheta, Albanian and African clans) than Turin. Both cities are cold as fuck in winter - Turin cooler due to its proximity to the Alps, but has lovely fresh crisp air, but less pollution compared to Milan.
And it's not like Turin is a barren, boring, isolated, culturless place. This city was the first capital city of Italy, the place is teeming with restaurants, musuems, parks, nightspots etc, and is in close proximity to France - Lyon and Marseilles are a few hours drive away.
