Blow the whole thing up and start over again.
If the "everyone is innocent or everyone is guilty" mantra holds true, then I would rather have everyone be guilty, because this level of corrupt behaviour only seems fathomable in movies.
This needs to get cleaned up. Serie A should do the right thing and take a break for a year. Shut it down. There is no way that a total reconstruction of the league is going to take place during one off-season when half of the teams will be unwilling to do so.
