so he is not signing with Juve to be loaned out immediately, but straight to benevento and his contract says that he will sign with Juve on July 1 or something? But then does Juventus give the money to benevento to sign him? wtf

Benevento invests now and gets money back in the summer, with some bonus probably. This way Juve can sign him now and doesnt have to use non EU spot in the summer. Though he might be bought and sent to loan ofc.

Isn't it that you can't register more than 2 non-eu players for Serie A, but you can buy however you want? So by that logic we could buy him, loan him out and benevento would register him to take their non-eu spot.

This is correct. You cannot register more than 2 new non-eu players for Serie A but you can buy however many you want.
Benevento has both their non-eu spots open for this year of Serie A so we are effectively paying them to use one. This is how he can get a contract from us until 2025. He just cannot be registered by us.
