PL teams justify their spending through the enormous revenues they generate

Chelsea also went through an ownership change

JJ don't have that luxury and they needed to find alternate means to generate revenues such as plusvalenza which has been going on for years in Italy

There are no clear defined rules in terms of plusvalenza. And I don't see it being any different than PSG and City generating revenues through state sponsorships or Barca activating economic levers to keep their team competitive

The only offense that I see that Juve might have committed here would be with the false accounting as Juventus is a publicly traded company.
