Btw, read an article today that summarized our net spend this summer, taking into account all of the sales and all of the purchases. And it seems we haven't spent anything when it's all said and done. In fact, we're 1 million to the good.
Now with this fact + Roma crashing out of the CL earning us more from the market pool, 30 million for a 29 year old Matuidi won't harm us at all.

We made 78M out of Pogba, that should be taken into account. Paying 25M to an agent is not usual, so we should really consider this as the money we got. The other 5M to solidarity and etc. we may not consider, as this percentage happens in every transfer.
So we pretty much spent 25M so far. With Matuidi (30M) + Cuadrado (5M), we'll have spent around 60M - that's our average annual expenditure in the mercato.
But our wage bill really increased. From last year to this one, we can say (salaries source: gazzetta)
OUT: Pogba (6M net), Morata (around 3M net), Pereyra (1.8M), Padoin (0.8M), Caceres (around 2.5M), Rubinho (0.4M) - around 14.5M net
IN: Higuain (7M), Pjanic (4.5M), Matuidi (4.5M), Dani Alves (4.5M), Benatia (3.5M), Pjaca (2.5M), Dybala (increase of 2M to become 5M), Bonucci (increase of 1.5M to become 5M) - total increase: around 31M net
So in one transfer season the salary budget went on more than 15M net - that's an increase of 30M cost per year. It's pretty relevant. The club is making a lot of effort here, it will be very important to go far on CL again.

btw: one year ago, we sold the best box-to-box CM of the world, one year younger than Matuidi, with more time remaining in his contract (Matuidi's contract ends in 2018), for 37 + 3.
