Although I hate to say this, since Moratti is a great man, but he has no business sense, in terms of football, anyway. San Siro is by far the worst designed football stadium in the world (although, Amsterdam Arena would give a good run for money). It will probably need another extra 100euro to refurbish the stadium. It needs to take out that ridiculous roof, which takes out the sunlight for the grass growth. Also, it needs to make the stadium more fan friendly.
This is what we need to do with our Stadio Delli Allpi. The reseason for low attendance is that, firstly, the ticket price is ridiculous high from what I hear. Secondly, Turin is home to population of 1m and yet there is two pretty big teams in Europe (And yes, Torino does have fantastic tradition). There simply isn't enough threshold population for the two teams. Thirdly, I think Stadio Delli Alpi isn't fan friednly. We need to refurbish into multi complex stadium where one can watch movies, shop, and maybe if possible have Casino. This is all based on relatively good accessiblity. If a transport is a problem, then we may have to move to different city, or build new stadium around Turin. Likely, huge layoff in factory workers in Turin wouldn't help our cause either.
If I was Moggi, I would hold on to the development plan, and rather see what would happen in the regional economy of Torino.
He should also develop more carefully designed development during that time, with various scenarios considered.

I don't think that moving from Turin is really an option. That would be like FC Barcelona moving to another town. It doesn't make any sense.

Surely if we improve the quality of the spectacle by removing running track and general improvements then this would increase the avg attendance so why in gods name is the capacity being decreased and why is it being decreased below our current avg? It makes no sense is it not possible to shange SDA into good stadium with at least 45K e.g. Leeds (Elland Road I have been there and i thought it was a great atmosphere) In the big matches we must get atleast 50k so we would fill a decent 35k stadium week in week out probably even in Coppa matches (just kidding)

That is a good point. It doesn't seem likely that 35k is the limit that we could fill the stadium. Perhaps there is a more devious plan behind all of this. Perhaps Juve is planning to transform Delle Alpi, then claim it is too small, give it back to the Council and build a new stadium. It seems a bit too much money to invest in such a useless show, but maybe the politics involved demand it.

I think maybe they will get it redeveloped to 35k, then in future years, build it upwards to about 50k

This issue has been answered before. i don't think Juve would want to move somewhere else. Especially to Milan. Turin is Juventus' roots. It can never leave unless Turin would be wiped off the map of Italy.
