I have Paint Shop Pro, and there are to ways to do it

the first one is to go to Image>Add borders (make sure all the layers are merged)

the second one is to use the Draw tool (it looks like a pencil on Paint Shop Pro) and do the borders by yourself

I don't see that option or anything close to it in my menu. I have photoshop 7. Would you please make the border for me?
