Stupid by the Titans - Davis is my best WR in theis draft but he should have fallen close enough to their 18th pick. Even then, not the player to prioritize here.

Titans should have gotten Hooker or Lattimore here, then a WR or TE at 18 (potentially with a trade up)

Depends - possible they misread the situation plus 9ers may not have wanted to drop all the way down to 12 and miss out on the premier defensive talent.
