if you mean its because he's italian..then i'd like to remind you of Zola,Di Matteo,Cudicini(yes i consider him successful) and Di Canio.
None of these were integral parts of the National Team.Rosina is someone who does have the potential to be a regular for the Azzuri.Moving abroad when his carrer is taking off would be wrong thing to do.

The greatest offer for Rosina seems to come from England. Manchester City have confirmed their interest for Torino's player, offering almost 20 million euros. According with radiomercato is difficult that Cairo doesn't think to that once.

but they deserved to be..especially Zola who IMO was very underrated just because he wasnt playing in Italy.

sometimes i feel Giovinco is overrated here..sure the kid is talented..but he hasnt proven anything yet,has he?
