Its clear to me that Sandro's agent is using Chelsea as leverage to secure a better wage package for the player. Apparently we offered him a new contract and he wants more.
Not necessarily. Conte has been obvious about his frustrations at Chelsea, similar to Juve, where they don't get the signings he wants.

Maybe Chelsea want to keep him and keep him happy? So they are now starting to push harder on this Alex Sandro deal.

In England, the coach usually has far more discretion on transfers versus Italy & Spain. The board gives them a budget to work with. Whereas, in Italy & Spain the coach gives input but does not pull the trigger.

If Conte is failing to secure the targets he wants, then he cannot blame Chelsea for that.

Chelsea fans are pretty desperate at this point, so the Alex Sandro link will get rehashed all the way until the end of the window. Every rumour I see for them includes "still interested in signing Alex Sandro", hope springs eternal.

That's not how it works at Chelsea. Unlike other English clubs like United or Arsenal, they have a sporting director. Conte at Chelsea is head coach, not manager (Mourinho, Wenger, etc), he doesn't make the signings.
