Simple. He is not confident in himself as he is aware of his limited abilities and that's why he does not play high quality balls.

Well the likelihood of replacing all three with quality for lesser wages is very low. So if you could replace two for quality and keep Arthur and rabiot you would have good back ups and starters

reminded me of some pogba perfomances. where he would not bother to show up for the match only to score a rocket of a goal.
