its more so he is never fit enough to get a run, if everyone is fit (and has a few games under them) he's probably the best midfielder in the team, he just can never get it going because its always like 3-4 games played then a few missed

If we cant force his hand to leave and accept lower wages then just tell him he will not get any playing time, he isnt welcomed to training or the club, he is completely outed.
