It is the fans who use the phrase tho. But it's not the fans who bring those "non Juve materials" to the team. Meaning Juve might have/had crappy players, but Juve's player standard is still very high.

I agree with Jeeks, when people say "he's not Juve material" they mean that "he's not good enough to play for Juventus".
