Yeah, and for handballs the question is deliberate or not. His arm was extended, but it wasnt moving towards the ball, is it really deliberate if the ball hits his hand from close range? This kinda ruins one of the most exciting first round games

Yeah, but then the rule is redundant in regards to handball, extended arm hit from a close range is pretty much the only case a handball can be a penalty and not-deliberate, all the others I can think of is either not a penalty or 100% deliberate
