Aren't refs supposed to stop with this double penalty (PK + red card) ? If you give a penalty, you show a yellow card only.
a ref explained on local tv that in case the player wants to play the ball and commits a foul, then it's a yellow + penalty, but in case the player won't try to play the ball, it might be a "double penalty".

So I think he wanted to play the ball, and he did.

Yeah, and for handballs the question is deliberate or not. His arm was extended, but it wasnt moving towards the ball, is it really deliberate if the ball hits his hand from close range? This kinda ruins one of the most exciting first round games

If the red deems it deliberate, it is correct.
Yeah, but then the rule is redundant in regards to handball, extended arm hit from a close range is pretty much the only case a handball can be a penalty and not-deliberate, all the others I can think of is either not a penalty or 100% deliberate
