Tevez fee would only be around 15m or so. Plus wages, but we'll be getting wage reduction with them + Iaquinta, Anelka, Bendtner etc So if Tevez was on 6-7m + bonuses our wages probably wouldn't even change.

Yes, Monaco can pay all that for old Tevez. Higuain's fee may easily rise to €30M with other teams interested. Jovetic, though, is our best chance, as we can trade some players to lower the fee.
